China Backs Cuba Amid Trump’s "Fall" Warning: Geopolitical Shockwaves and Global Repercussions

Beijing has firmly vowed to support Cuba against external interference following statements by US President Donald Trump, who asserted that Havana "will fall" and called for "fundamental change" on the island. The pledge was made by Foreign Ministry spokesman Guo Jiakun as China and Cuba marked 66 years of diplomatic relations, with Beijing emphasizing its commitment to helping Cuba safeguard its national sovereignty and pursue a development path suited to its national conditions. Trump had earlier described Cuba at the UN General Assembly as an "absolutely failed state" and a "haven for foreign adversaries" on America’s doorstep.

The Roots of Cuba’s Deepening Crisis

Cuba is currently facing its most severe economic crisis in decades, characterized by chronic shortages of food and fuel alongside prolonged blackouts. While decades of US sanctions have choked access to financing, equipment, and fuel, the crisis escalated sharply this year after oil deliveries from Venezuela and Mexico dried up entirely. According to S&P Global, these two nations accounted for roughly 86% of Cuba's imported crude oil last year. Venezuelan shipments halted following the US military operation that removed President Nicolas Maduro in January, while Mexico paused its deliveries due to Washington's threats of tariffs against suppliers.

Washington’s Pressure Campaign

Pressure on Havana intensified following Trump's return to office. In an executive order issued in January 2026, Trump labeled Cuba’s policies an "unusual and extraordinary threat" to US national security and foreign policy, accusing the island nation of aligning with Russia, China, Iran, Hamas, and Hezbollah. The administration maintains that its policies aim to counter these threats while promoting democracy and economic freedom. Conversely, Havana rejects these characterizations, arguing that the US is waging a "multidimensional" economic war and enforcing an "energy blockade" designed to trigger political collapse through economic suffocation. At the UN General Assembly, Foreign Minister Bruno Rodriguez likened these measures to a naval blockade and an "act of war."

China’s Strategic Stance and Aid

China has framed its backing for Cuba as part of a broader foreign policy doctrine that defends national sovereignty, rejects external interference and sanctions, and champions diplomacy over military coercion. Addressing the UN General Assembly, Chinese Vice President Han Zheng urged the relevant country to immediately halt threats of force against Cuba and completely lift all blockades and sanctions.

To help alleviate the crisis, Beijing has played a pivotal role in expanding Cuba's solar energy infrastructure by supplying necessary equipment and financing. While solar power accounted for only 2% of Cuba's average daily electricity generation in January 2025, renewables collectively generated 21.4% of the country's electricity by September 2026, according to Cuban President Miguel Diaz-Canel. Additionally, China has provided emergency food aid and extended debt restructuring and financing.

Strategic Stakes for Beijing

For China, cultivating a tight partnership with Cuba provides a crucial political ally and a strategic foothold for expanding trade, infrastructure, and investment projects across Latin America. Cuba has participated in China's Belt and Road Initiative since 2018, and Havana consistently supports Beijing on key international fronts, including Taiwan, Hong Kong, and Xinjiang, while endorsing Xi Jinping’s global initiatives.

International Support and Other Key Players

Global pushback against the US embargo remains strong. In an October 2025 UN General Assembly vote, 165 countries backed a resolution demanding an end to the embargo, with only seven voting against and 12 abstaining.

As the humanitarian situation worsened, several nations increased their assistance:

Mexico: Sent hundreds of tonnes of food and essential supplies.

Spain: Reactivated a debt-conversion program.

European Union: Provided funding for humanitarian aid.

Russia: Maintained its status as a close ally, delivering diplomatic and economic backing alongside $18 million in UN-channeled food assistance between 2018 and 2025 (plus an additional $2 million allocated this year). A Russian tanker carrying 730,000 barrels of crude oil in late March has served as Cuba's sole major oil shipment of the year.

At the UN, Russian Foreign Minister Sergey Lavrov echoed these sentiments, describing Cuba's situation as desperate while urging Washington to lift restrictions and remove the island from the state sponsors of terrorism list.
