China Imposes Anti-Dumping Tariffs of Up to 54.3% on US, Mexican Pecans as Security Deposits: MOFCOM

China has decided to impose anti-dumping tariffs of up to 54.3 percent on imports of pecans (Carya illinoinensis) from Mexico and the United States in the form of security deposits, after a preliminary ruling found that pecans from the two countries had been dumped in the Chinese market, China's Ministry of Commerce (MOFCOM) announced Monday.

China's investigating authority found a causal link between the alleged dumping of pecan imports from Mexico and the United States and the injury suffered by China's domestic pecan industry.

According to a notice published on the ministry's website, China will impose the provisional anti-dumping measures in the form of security deposits from August 11, 2026.

Mexican companies face duties of up to 51.6%

The dumping margins determined for Mexican companies range from 17.8 percent to 51.6 percent.

As no US company responded to the investigation, the dumping margin for all US companies was determined at 54.3 percent, based on the best information available, in accordance with Chinese law and World Trade Organization (WTO) rules, a MOFCOM spokesperson said.

Chinese experts said China's decision to launch the investigation was reasonable and consistent with relevant procedures and WTO rules, reflecting China's right to protect its domestic industry against unfair trade practices.

Investigation launched in September 2025

According to MOFCOM, China launched its anti-dumping investigation into pecan imports from Mexico and the United States on September 25, 2025, under China's Anti-Dumping Regulations.

The ministry said the investigation had been conducted in accordance with the principles of fairness, impartiality, openness and transparency, and in strict compliance with relevant Chinese laws and regulations as well as WTO rules.

Zhou Mi, a researcher at the Chinese Academy of International Trade and Economic Cooperation, told the Global Times on Monday that anti-dumping measures are a trade remedy tool provided by the WTO to its members.

"From China's perspective, taking relevant measures is in line with international trade rules," Zhou said.

China has always exercised caution and restraint in using trade remedy measures and remains firmly committed to safeguarding fair and free trade, the MOFCOM spokesperson said.

China will continue the investigation in accordance with the law, fully protect the rights of all interested parties, and make an objective and impartial final ruling based on the findings of the investigation, the spokesperson added.

Interested parties may submit written comments within 10 days of the announcement, according to the ministry.

China remains a major market for US pecans

Pecans, also known as American walnuts or thin-shelled walnuts, are consumed as snacks and used in baking. They can also be processed into edible oil.

The United States has been a major supplier of pecans to China. According to a November 2025 report by the US Department of Agriculture's Foreign Agricultural Service, US pecan exports to China reached 11,017 metric tons in 2024.

Industry data cited by Chinese media outlet guojiguoshu.news indicated that China remains the largest export market for US pecans.

In-shell pecan exports to China rose 66 percent to 6 million pounds in the 2025/26 season, equivalent to approximately 2,722 metric tons.

The latest move marks another trade remedy measure by China aimed at addressing what its authorities have preliminarily determined to be unfair trade practices affecting the domestic pecan industry.
