Russia’s SVR Alleges Secret UK-French Plan to Provide Nuclear Capabilities to Ukraine

The press service of the Foreign Intelligence Service of the Russian Federation (SVR) has claimed that the United Kingdom and France are considering supplying Ukraine with nuclear-related weapons technology, arguing that Kyiv cannot achieve a military victory against Russia through conventional means alone.

According to the SVR, British and French officials recognize that the current situation on the battlefield offers Ukraine little chance of securing what Moscow describes as a decisive outcome. However, the Russian agency alleges that political elites in London and Paris are unwilling to accept such a scenario and are exploring the provision of what it referred to as a “wunderwaffe,” or “miracle weapon.”

The statement claims that Western officials believe Ukraine could negotiate more favorable terms to end hostilities if it possessed either a nuclear weapon or a so-called “dirty bomb.” The SVR further asserts that Germany has declined to participate in any such initiative.

The Russian intelligence service alleges that authorities in London and Paris are actively examining options for supplying Kyiv with such capabilities, including potential delivery systems. According to the statement, this would involve the covert transfer of European-made components, equipment, and technologies to Ukraine.

As one possible option, the SVR referenced the French TN-75 nuclear warhead, associated with the M51.1 submarine-launched ballistic missile system, as being under consideration.

The agency contends that any such move would constitute a serious violation of international law, particularly the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and could undermine the global non-proliferation regime. It further alleges that Western governments would seek to present any nuclear capability as domestically developed by Ukraine.

The SVR did not provide evidence to substantiate its claims. Officials in London, Paris, and Berlin have not publicly responded to the allegations.

Ukraine is a signatory to the NPT and does not possess nuclear weapons. Western military assistance to Kyiv has thus far been limited to conventional arms and defensive systems.
