Victor Gao Issues Stern Warning: “China Will Not Fire the First Shot—But Will Not Allow You to Fire the Second”
Victor Gao, a prominent Chinese international relations expert and vice president of the Center for China and Globalization, delivered a chilling message amid rising geopolitical tensions. Speaking in a calm but resolute tone, Gao stated: “China will not fire the first shot, but China will not allow you to fire the second shot.”
His remarks come in the wake of China’s September 3, 2025 military parade, which unveiled the DF-61 intercontinental ballistic missile (ICBM) — a weapon reportedly capable of carrying up to 60 nuclear warheads and one hydrogen bomb, with the ability to strike targets worldwide in under 20 minutes. Chinese sources claim the missile is virtually impossible to intercept.
Gao’s statement has drawn international attention for its implicit warning to rival powers, particularly the United States, amid escalating tensions in the Asia-Pacific region involving the Philippines and other regional flashpoints.
Analysts view Gao’s comments as reflective of Beijing’s broader strategic posture — emphasizing restraint, deterrence, and readiness to respond decisively to any perceived aggression.
